Trained fighters can suppress, concentrate and rapidly change their ki. A low reading may describe a resting state rather than a limit. Raditz and later soldiers are repeatedly surprised because they treat a measurement as an identity.
Numbers give way to other signals
After Namek, explicit readings largely disappear. Reactions, transformations, damage, speed and tactical matchups communicate relative danger. These signals can shift within a fight and do not form a clean universal table.
